Microenterprise Navigator Program
Helping Microenterprises Thrive in Our Communities
At Indy Black Chamber, we believe in the power of microenterprises to transform communities. That’s why we are apart of the Microenterprise Navigator Program. Our goal is to provide essential support, technical assistance, and training to business owners who meet specific criteria:
- They are at or below 80% of the Area Median Income.
- They provide goods and/or services to residents of low-to-moderate income areas.
Strengthening Microenterprises, Empowering Communities
Our program is designed to empower microenterprises owned by low-income individuals from under-resourced and underserved communities. We want these businesses not only to compete in the market but to thrive and grow. But it’s not just about individual businesses; it’s about lifting the entire community. That’s why we also offer resource navigation services for other microenterprises in the community that may not qualify for technical assistance under this program.

Proven Success with Pilot Partners
Our initial pilot partners, La Plaza and Kheprw Institute, have already made a significant impact. Over two years, they served more than 160 low-income, minority microenterprise owners. What’s more, 64 of these businesses registered with the State of Indiana through our program. This step allowed them to:
- Open a dedicated business bank account separate from personal finances.
- Start building their credit scores.
- Create opportunities to access capital for growth.
Expanding Our Reach
Thanks to funding from the City of Indianapolis Department of Metropolitan Development, LISC Indianapolis has expanded the Microenterprise Navigator Program. We’re thrilled to partner with four community-serving sites:
- Martindale Brightwood Community Development Corporation
- Indy Black Chamber of Commerce
- Southeast Neighborhood Development (SEND)
- Crooked Creek Community Development Corporation
Each of these new partner organizations is committed to serving at least 30 microenterprises through 2024. Together, we’re creating a thriving ecosystem of microenterprises that contribute to the economic vitality of our communities.
